When I change my medals with the medalchanger. Can other players see the medals too? I heard that you can easily change your medals and other players can seen them.

I tested Project Infinity medal changer for a new non-prime account. When you are in a lobby, they can see your displayed medal. Other medals can be seen (only for you) on your profile if you add more medals to your account. I also tested this on prime account, but the medals do not display, except for the displayed one.
