I have a friend who used the premium cheat on his main acc a while ago about 2-3 months at the time he didnt have any good skins so he didnt care if he got banned but he was never blatant cheating but he opened i few cases and got really lucky what are the chances of a delayed vac ban he removed the program completely when he stopped and he has like 60 commends as well as 5 year service badge

Depends on how aggressively he cheated. VAC bans come in waves and they're not immediate. Project Infinity claims that their cheats are undetectable, which means that VAC cannot detect them in your friend's PC. If he\she happened to be blatant and got themselves into overwatch, then that's certainly bad news as VAC bans are applied a few days after an overwatch ban. Who knows.
