So I enjoy playing csgo and my main had 2k hours and bunch or skins I want to get into cheating but don't want to have this account this in anyway does steam use hwid for trust factor or is it based per account

Hello, I'm pretty sure that's based on the account. I don't know if it's necessary but after a cheating session, if I'd like to go on my main-account, I restart my pc.
