Can steam ban hwid ?

I wonder if steam can ban hwid ? So do we need do player with a hwid changer ?

Your non-cheating account may only get banned if it's linked to a cheating account with an email, phone number or game library

So you shouldn't ever link your e-mail or phone number to accounts for cheating
